After conducting an energy audit, implementing the needed energy efficiency and conservation improvements is called a retrofit. Energy efficiency retrofits can revitalize the infrastructure of cities, counties, and tribal governments. The funding from this EECBG program can be used for performing energy efficiency retrofits on buildings owed by a government or non-profit organization, provided that the activities are limited to: installation of insulation; installation of efficient lighting; heating, venting, and air conditioning (HVAC) and high-efficiency shower/faucet upgrades; weather sealing; the purchase and installation of ENERGY STAR appliances; installation of solar powered appliances with improved efficiency; and replacement of windows and doors.
